Rules for peace and order

Welcome!
A good living environment primarily depends on the residents’ ability to coexist and show consideration and care under various circumstances.
In some situations, however, common rules are necessary. That is why these rules for peace and order have been established.
Responsibility – Scope
The rules for peace and order apply to everyone who stays in Kattem Housing Cooperative.
Each owner is responsible for ensuring that their household members, visitors, and any tenants are familiar with and follow the rules.
Common Areas and Playgrounds
Take good care of green areas, plantings, and other shared facilities.
Damage results in unnecessary costs for the cooperative—and thus the residents.
Do not use children’s play areas for other activities. Pets are also not allowed to relieve themselves there.
Pets
Keeping dogs and indoor-only cats is permitted after approved application to the board.
Regarding Cat Ownership:
Application must be approved before acquiring a cat.
The cat must be marked with an ID/reg. number.
A photo of the cat must be submitted with the application or sent afterward.
The owner is also responsible for ensuring the cat does not disturb the neighbours by presence or mess.
Regarding Dog Ownership:
The owner is responsible for ensuring the dog does not disturb others or leave droppings in the cooperative’s areas.
Dog owners must ensure shared areas and playgrounds are not damaged or soiled.
Dogs must be walked sufficiently to maintain animal welfare.
Dogs must always be on a leash within the housing cooperative.
Additionally, Trondheim Municipality’s local police regulations apply.
Violation of pet ownership rules may result in the requirement to remove the animal.
Driving and Parking
Driving and parking in the residential area (courtyards, pedestrian, and bicycle paths) is not permitted.
Exceptions – Driving (at walking speed) is allowed only when:
- Necessary for transport assistance (max 10 minutes)
- For disabled persons (with clearly visible permit)
- Scooter/motorcycle use is only permitted for travel to/from the residence and at walking speed. This also applies to motorized skateboards.
Parking
Parking outside marked/signed spaces is generally prohibited.
- Illegally parked vehicles may be fined and towed by Trondheim Parking (this includes within the residential area).
- Each resident must direct their guests to use guest parking.
- Do not park caravans, motorhomes, trailers, or de-registered vehicles in parking spaces or garages.
- Parking of caravans/motorhomes outdoors is allowed for a limited period of 3 days. For longer needs, apply to the board.
Garage
Garages are not included when taking over an apartment.
Residents who wish to rent a garage space must apply through TOBB.
- Garage users must use their garage and not occupy other parking spaces.
- Car repairs and washing are not allowed in garages.
- Vehicles belonging to residents who have not been assigned a garage space should not be parked in the garage.
Charging
Due to fire safety, charging electric scooters and/or e-bikes is not allowed in garages, common rooms, or private and shared basement storage rooms.
Cleaning of Common Areas
The housing cooperative uses a cleaning service for common areas.
Maintain good hygiene by keeping corridors free of personal items and ensuring cleaning access is not obstructed.
Waste Sorting - Garbage
Residual waste, cardboard and paper, plastic packaging, and special waste must be sorted according to sorting guidelines.
Do not store residual waste on balconies or in stairwells/corridors.
In chutes with vacuum waste systems, only residual waste may be disposed of—other items may clog the system and increase costs.
Local return stations are available for textiles/shoes, glass/metal, cardboard/paper, and special waste.
Medicines and used syringes must be returned to a pharmacy.
Used electrical appliances must be returned to a retailer.
Feeding Birds and Animals
Feeding birds or other animals, and leaving food scraps outdoors, may attract rats and mice and is therefore not permitted.
This also includes placing birdfeed or fat balls outdoors.
Peace and Order
Avoid unnecessary noise inside apartments, stairwells, and outside neighbour’s windows and balconies.
Singing, music lessons, or other activities that may disturb the neighbours may only take place with consent from both the board and the neighbours.
Always lock basement and common area doors.
Renovation work in apartments must stop at 9:00 PM.
Very noisy work like drilling or chiselling in concrete must stop by 7:00 PM.
No noisy renovation activities (hammering, drilling, sanding, etc.) are allowed on Sundays or public holidays.
Planned noisy renovations must be announced on the notice board one week in advance, with expected duration stated.
For parties indoors or outdoors, quiet time is:
Sunday to Thursday: 11:00 PM
Friday and Saturday: 12:00 AM (midnight)
The main entrance must be remained locked at all times due to the intercom system.
Do not shake clothes or rugs from balconies or windows, or in stairwells or corridors.
Do not hang clothes outside on Sundays or public holidays.
Charcoal grills at ground level must not be placed near walls or under balconies to avoid smoke disturbance.
Charcoal grills are not allowed on balconies.
Gas or electric grills are permitted.
Gas cylinders may not be stored in basements.
Trampolines are not allowed in common areas or private garden areas.
Common Rooms
Corridors leading to apartments, storage rooms, and common rooms in buildings must remain completely clear for fire safety.
Nothing may be stored in these corridors!
Seasonal items must not be stored in stairwells or entrances.
They must be stored in shared basement rooms or in private storage units.
Residents in row houses with access to laundry facilities may also store seasonal items in shared basement rooms.
Shared basement rooms (including former cold storage rooms) may only be used for seasonal item storage, such as:
Outdoor furniture, garden tools, ski equipment, sleds, and bicycles.
For fire safety, cleanliness, and hygiene:
Furniture, mattresses, duvets, white goods, clothing, suitcases, holiday decorations, renovation equipment, or other unused personal items are not allowed in shared basement rooms.
All items in shared rooms must be labelled with ownership information.
Use of the Apartment
Keep ventilation ducts in the kitchen, bathroom, and toilet open to avoid moisture damage or mold growth.
Ensure the apartment is adequately heated during absences, especially in winter, to prevent frost damage to pipes.
In winter and sub-zero temperatures, residents must limit airing of apartments.
Keep windows closed to avoid radiator pipe damage that can lead to water damage.
Short, effective ventilation is encouraged and can help lower heating costs.
Residents may be held financially responsible for water damage caused by frost.
Proper winter ventilation:
Ventilate briefly but intensively—open several windows for 5–10 minutes.
Opening windows on both sides of the home allows better airflow and effective air replacement.
Modifications and Additions
Do not install awnings, terraces, patios, privacy screens, fences, satellite dishes, etc., without written approval from the board.
Fences must match existing designs, materials, and colors.
All installations must comply with applicable regulations.
Approved satellite dishes must be placed on the floor of the balcony or at ground level for terraces.
Flower boxes should be mounted inside balcony railings to prevent accidents.
Never use open flames (matches or lighters) in basements, basement corridors, or shared rooms.
Laundry Rooms and Drying Areas
There are specific rules for use of laundry rooms and washing machines.
Rules are posted in the laundry rooms and must be followed.
Drying areas are for drying and airing laundry only.
Do not use drying areas on Sundays, public holidays, or national holidays.
Bathrooms, Toilets, Faucets, and Pipes
Improper items flushed or drained (toilets, sinks, bathtubs, drains) may cause clogs.
The shareholder will bear the cost of fixing blockages caused by misuse.
Kitchen
If replacing the kitchen hood, it must be compatible with the shared ventilation system.
If an incorrect type is found, the shareholder will be required to revert to an approved type at their own expense.
Technical Installations and Building Structures
According to the cooperative’s bylaws (section 5-3), alterations to shared pipes, cables, ducts, or other communal installations—and load-bearing structures—are not allowed without board approval.
For example, installing extra radiators or underfloor heating connected to the shared heating system is not permitted.
If discovered, the resident will be required to remove these changes at their own cost.
Subletting
A shareholder may not sublet the apartment without approval.
With board approval, a shareholder may sublet the entire apartment for up to three years, provided they have lived in it for at least one of the last two years.
Written consent from the board is required before subletting.
Duties – Breach of Rules
These rules serve as guidelines to maintain peace and order in the housing cooperative and to ensure residents consider each other and enjoy their homes.
The rules are not meant to impose unnecessary obligations but help ensure a satisfactory living environment.
All residents are therefore required to familiarize themselves with and follow these rules.
Failure to meet obligations toward Kattem Housing Cooperative constitutes a breach of duty.
In cases of serious breaches, and after a warning, the cooperative may require the owner to sell the apartment.
